Bug #2: batch_create_neurons() Returning Wrong IDs
Status: ✅ FIXED
Problem:

If NPU already has 50 neurons (IDs 0-49), neurons_created returns 50 (the count created), but the actual IDs should be 50-99, not 50-99 starting from COUNT 50.
